Chen Shicai, 42-year-old Chinese national in court for murder allegations Chen Shicai

Chen Shicai, the 42-year-old Chinese national who went on a car-snatching spree at knifepoint around the Ashaiman area and was later identified as the alleged killer of his compatriot at Hotel Koreana at Tema Community 12, on Tuesday made his second court appearance in Tema.

Unlike his first appearance which was before the Tema Circuit Court ‘B’ on Monday April 22, 2013, the suspect was arraigned before the Tema District Court otherwise called ‘White House’, where he was remanded into police custody.

He was charged for murder as opposed to the previous charge of carjacking.

ASP Stanley Dzakpasu, the prosecutor, told the court presided over by Malcolm Bedzrah that the complainant was one John Asare, a receptionist at Hotel Koreana.

The prosecution mentioned the deceased as Huang Long Xiang, a Chinese national and not Rihui Wang, as stated in DAILY GUIDE’s earlier report about the murder.

According to the prosecution, the deceased was a 52-year-old small-scale miner based at Dunkwa-on-Offin in the Central Region and was said to have, together with his driver, Augustine Amprofi, picked up Chen Shicai from the Kotoka International Airport on April 16, 2013.

The three were said to have driven in the deceased’s car to the hotel in Tema at about 6:30pm where both Chinese nationals lodged in the same room, as the driver passed the night in the vehicle within the premises of the hotel.

The driver, Augustine Amprofi got worried the next day when his boss did not emerge from his hotel room by mid morning. Around 2:00pm, therefore, he tried several times to reach his boss, but to no avail.

He eventually alerted the receptionist who used a duplicate key to open the room; whereupon Huang Long Xiang was found lying dead in a pool of blood, with Chen Shicai nowhere to be found.

The incident was reported to the Community 11 Police and the corpse transferred to the Police Hospital.

During interrogation, the driver, a witness in the case, reportedly produced a sheet of paper which he claimed was found at the back seat of the vehicle they travelled in to the hotel.

The said paper was reportedly found exactly where the suspect sat during the trip to Tema and was said to have contained the arrival and departure dates of the suspect as well as his passport number.

Investigations, according to prosecution, was extended to the airport Immigration office where the details on the paper were confirmed with the date of arrival said to be April 14, 2013 and not April 16, 2013 as mentioned earlier.

A DAILY GUIDE publication of the suspect having allegedly snatched some taxis in Ashaiman attracted the attention of the Community 11 Police who quickly went to the Ashaiman Police Station with the witness, where the suspect was identified as the man who shared the hotel room with the deceased.

Chen Shicai, according to ASP Dzakpasu, did not deny murdering Huang Long Xiang when he was subsequently sent to the crime scene.

Prosecution explained that the suspect was brought to the court so he could be remanded into custody. He said that the crime for which the suspect was arrested was indictable, noting however that even though the Magistrate Court could not handle such cases, it could remand persons suspected to have committed such crimes into custody.

A duplicate of the docket, according to prosecution, would be sent to the Attorney General’s Department for advice on the exact charge to be preferred against him.

Once that was done, the prosecutor said the case would be heard at a High Court on a murder charge.
